Effect of empty lagna.

Hello all respected personnals,.

 

Sir i have somewhere read that if lagna is empty or without any

planet than,the second to lagna is considered as the effective and

lagna is ignored.

 

and sir also can u suggest me if lagna is very less in degrees. i.e.

almost 2-3 degress is it considered or not.

 

I will be grateful to u all to provide me the required.
