Please forgive me if I say anything that offends you or your sister. I do not mean anything to be harmful; but only my humble attempt to answer your question. I want you to know that I am a "westerner" with little knowledge of your culture; so, I may inadvertently say something that perhaps I should not. Her Moon is in Poorva Phalguni, noted as one of the dual marriage stars... the other being Uttara Phalguni. However, Poorva Phalguni is said to be the more difficult of the two to make a marriage "work". Nonetheless, I am taught that your sister is born in the same star under which Lord Shiva started his marriage procession. Bhaga is the deity associated with this star; and is the god of good fortune, prosperity, and marital bliss. All these, of course, favor her getting married. Saturn is the ruler of the 7th-from-Moon and is found with the Moon, in Leo. Therefore, Saturn's energy is somewhat reduced with this placement. However, I believe the following factors to favor her getting married: O Moon in Poorva Phalguni, O Jupiter, karaka of spouse, exalted, O Jupiter, also ruler of 7th-from-lagna, exalted O Arudha lagna is Capricorn, with exalted Jupiter 7th-house from this While Mars does present the question of "kuja dosha"...in both the rasi and navamsa chart, I believe this condition to be dispelled by the great benefic, Jupiter, Kendra (angular) from Mars in both charts. Using Jamini rules for planetary aspects, lagna receives no aspects. Lagna ruler, Mercury is combust the weakened Sun in Taurus; while gaining strength from being placed in the 9th-house and aspected by (exalted) Jupiter. Aspects to Jupiter are from Sun (weakened in Taurus), Mercury (well-placed in Taurus), and Kethu (weakened in Aquarius). The positive energy of Mercury is transferred to the Sun by combustion and seems favorable, being 9th-from-lagna and 10th-from-Moon. Therefore, I believe the lady will marry...altho later in life and, perhaps, to an (much?) older man. I believe the delays to be due to difficult energies focused on the native; hence, there is work she must do to prepare for a belated marriage. (I wonder if the lady really wants to get married; or are there only cultural pressures on her to do so? If this lady was a "westerner", she might well choose to do other things besides getting married.) Last, but not least, karaka-Jupiter is in upachaya-11th, also suggesting marriage later in life.
