Yes from mathematical point of view, when any number divided by 12 cannot leave 12 as remainder. I realized it later. Also Gurus and Senior members have confirmed to me. Avasthas of planets are taken for judging the strength / weakness of planets. There are following ways of Judging the strength: 1) Shadbala - I don't about it's calculation, but most of the good softwares calculate it. I rely on PVR ji's software. 2) State Related to Age - In this, we look at the degrees of the planet and the rasi (odd or even) and accordingly we decide that planet will give full, half, quarter or no results. 3) State Related to Alertness - We see exaltaion, debiliation, placement of planet in friendly / inimical sign. 4) State related to Activity - Here comes Sayanaadi Avastha, and there are 12 avasthas. You may refer to "Vedic Astrology, An Integrated Approach" by Respected Guru Shri PVR Ji, in which you can get all the details regarding this.
