The Sun is in its own sign and not being aspected by any malefics and in angle, conjunct with first lord is a good placement. Shani, natural malefic and funtional benefic ruling the best houses 9th and 10th powerfully placed in 11th need not to be strengthened oterwise it'll cause trouble. You have to be extra careful with Shani. Brihaspati is exalted but temporary malefic ruling inauspicious 8th and 11th, so it needs not to be corrected. Natural malefic Mars ruling inauspicious 7th and 12th so making it a great malefic is debilitated in Karka with Brihaspati. The Moon is in mulatrikon Taurus which is your Lagna rasi so that is ok. Lagnesh Shukra is not combust and in 4th, so it's ok. The only difficult placement is Buddh, lord of 2nd and 5th, is combust, which makes your physical life difficult. If i were you, i'd get a stone for Buddh and start wearing on Wednesday with a auspicious muhurta. You have a heavy connection with 3rd house, so avoid impulsive and rash actions, to avoid bringing danger to yourself. And I have been advised ...or should I say cautioned against strengthening the Saturn, as it is a malefic. I can accept that it is quite risky to enhance the power of funcional malefics graha, and utmost case should be taken. In that case, Shanti is more preffered. However I cannot agree that wearing Neela or Blue Sapphire for Taurus lagna would be harmful if shani is placed in 11th house. Shani rules fortune and karma houses and is friendly to Lagnesh, His strength would in no means damage the person. There are some standard "safe" rules; 1. Gems for Lagnesh are auspicious for enhancing the strength of Lagna 2. Gems for 9th lord is called Bhaggya or Fortune stone 3. Gems for 5th lord are also permissable.. In other cases, utmost care should be taken.. It is not a complicated or mysterious process. It just needs a clear seeing. On the other hand, all the rules you stated are single factor rules without considering the chart as an organic whole. It is not a balanced apprach because in lot of instances a planet will rule both good and bad house. It may enhance good but at the same time amplify the negative. Aspects and dispositorship considerations are must to arrive at a proper conclusion. Shani is a natural malefic. Its basic nature does not change even if temporal status is benefic. In this instance, Shani is placed strong in 11th aspecting 1st. If he strengthens Shani, it'll cause Rajul much grief and trouble surely. Under the statements you mentioned, one could also remark that wearing Emerald would enhance Maraka properties, so we could always find something against advising a proper stone..
