Conception is the acceptance of another body----The initiation of formation of a new body is represented by the LAGNA (A physical body indicator)and the KARMA of the soul in its new body is definitely directed by the MOON (Mind/Dashas as you indicated). Afterall the soul enjoys or suffers on account of its assuming or identifying that its the body(i.e a realized soul does not suffer as it understands that he/ she is not the body). So the LAGNA at conception indicating the start of the journey becomes the MOON as the continuance in identification with the body and suffering the Karma is dependent on the mind.Please forgive me if the statements are very abstract I was very intrigued and these are just thoughts and not an answer to your question.
