About generally giving out birth particulars where there is a privacy issue: I think just giving the birth date and lagna sign isn't enough for analysis of a chart, although it would be better than nothing. This way the Moon's degree will be unclear, depending on time zone. Also the lagna degree is better than just the sign. I would say that giving the planets and lagna degrees and minutes would solve the problem. (This would, of course, be troublesome on other accounts, as the chart will have to be done manually. Dasa calculation, where needed, can still be done with a software: if you use Vimshottari from Moon, you just look for any date and time showing the exact Moon's placement and you will get the dasa starting and ending time relative to birth - not the absolute dates). Still generally speaking: anybody submitting planet and lagna degrees would have to make sure they have taken into consideration DST and/or other time zone changes. This is often overlooked!
