Both can be faulty. But if you get a good computer program with an accurate time table incorporated, you do not need those elements. I am now in the process of preparing the 2002 calendar based on the Raphael's ephemeris and found a mistake on it. (Rare but it happens). For the new moon in March, it gives 13 March at 0203, when it should be 14 March. That means a 24 hours difference which is a lot. Somewhere i have read that an astrologer can go to hell for making mistakes in his/her calculations. Do not be afraid, i am sure that i will go to hell and i hope that Lord Yama will give me some concessions for my good deeds. I have seen some TZB with unaccurate time zones. Beware. I have even seen a computer programe in 1991 with inaccurate time zones. <<I had a godsister who died of cancer a few years ago and after doing her death chart it was discovered that she left this world on an auspicious day that we did not know about. So it is often relieving to do a death chart>> I have been told that only Krishna can change the destiny of the soul. Some pure devotees chose to go to hell to preach about the holy names and that may not be revealed in their departure charts. Bhima chose and waited for a good time to die to reach his desired destination but he was one of the 12 Mahayanas. Vedic astrology is a science of tendencies, only God has the ultimate rights. When someone dies we are in ignorance and that is one cause of pain. We dont know where a person has gone when they leave this world and if we only had a long pole we could look thru it and see. ha Thats not possible, so astrology can let us "see" where they are now and how they are doing. This is Vedic astrology. I was just reading in the folio (Ok, so I cheated ha) that Prabhupada said jyotish could tell the past as well as the future birth. So this is what I was asking about, tho it doesn't matter anymore. At the time I was asking, the rumor was that George's last words were "love one another." This was a concern because, tho sattvic, it is not freeing. However when I found out he was chanting Hare Krishna at the time of death, well, astrology charts aren't even needed anymore.
