I'm not aware of any significance of a change in residence. In western astrologer, however, there is a fairly well-developed approach concerning residence changes. Basically, this involves the concept of angularity. When a planet is close to the Asc or the MC (the highest point in the chart, often in the 10th house), it is usually stronger. Planets near these points in the horoscope will have a disproportionate influence in the personality and life generally. When a person changes residence, these angular points change too, about 1* for every 100 km. So for example, a person with Jupiter in the 8th house (ie. in a non-angular position) in a natal chart may consider moving to a location in which it is exactly conjunct the MC. All other things being equal, the native will experience greater Jupiter influence in their lives, usually greater success. For an interesting attempt to blend this western idea with hindu astrology, you can refer to Richard Houck's book Digital Astrology. Also the American vedic astrologer Dennis Flaherty has an article on his site about using this idea within a jyotish framework. The person was still born on a certain date and time, and this is fixed.. Just because we can move, it doesn't mean that our world moves with it. Hope this answers your question. This question must surface in the mind of the astrologer, and then the chart is cast giving the answer of the question to the astrologer. Hence even in the old days, when the messenger brought the question to the Jyotish, the Jyotish cast the chart for the time the Jyotish wanted to answer the question, which is the time the question surfaced in the mind of the Jyotish and the desire to get an answer is sparked. You could have thought this out yourself.. The Prasna is for the answer to the question, not necessarily the person. You may now ask why the Prasna shouldn't be casted for the birth of the question. Actually some astrologers do this, but fact is, that the question must come to the one who is sincerely going to answer the question, and then the answer is found. Best wishes, Visti. Gaugelin work is an immediate, well researched, proof, but, also, whoever worked with relocation charts can strongly confirm that. We can theorethize about the reasons (most likely angular position of benefics-malefics), but if the real-life is "primum inter pares" proof, as it is, it prevails:whether we can find the theoretical framework or not. Offcourse we can advise people to move to locations more suitable to enhance good effects, and remove bad effects, that may occur from living in inauspicious directions and etc. Heres a numerological example; I've lived many times in houses with the number 3. Not much reduction needed here. 3 is the number of Gemini, and Gemini is in trines to my Arudha Lagna(Aqua), hence i've always been well-off in homes where the adress was 3. In this mannor numerology works very well with astrology.
