The White House Line

a.. A super-secret spy plane was sent into disputed airspace.

a.. The plane was detected by those cagey, vigilant Chinese.

a.. The plane accidentally collided with the tailing fighter planes.

a.. The plane and crew are being held hostage.

Anomalies (Or, What the Rat Smells Like)

a.. The plane was not a stealth craft. Instead, it was a giant thing the

size of a commercial airliner -- old technology -- that was sent out under

conditions of a full moon and perfect visibility.

a.. The crew was too big. It was 24 guys - not the six guys that were

needed (infrared specialist, electronic surveillance specialist, MasCon

specialist, pilot, copilot, and maybe a gunner) that were required.

a.. Nobody ditched or self-destructed the plane. Instead, it landed in

China under its own power.

a.. Nobody took their cyanide pills.

a.. The crew is not under interrogation at a military base. Instead,

they are under house arrest at a hotel.

a.. According to news reports up to 4/3/2001, the U.S. administration is most

preoccupied with the health and whereabouts of the pilot only -- not the

crew or the aircraft.

Conclusions

a.. The mission is a decoy. That is not a spy plane, it is an old, lame

piece of retro garbage.

a.. The intent of the mission was to do precisely what occurred: to attract

attention, provoke engagement, be tailed, and then engage the Chinese planes by

colliding with or, if necessary, firing on them.

a.. The crew size is intended to make it impossible for the American

public to "write off" the men as a loss. This news item is designed to

become important.

a.. The pilot is of interest to the U.S. administration because he is

the only crew member who knows what the actual mission was. (Only the person

in control of the aircraft had a need to know.) The crew is not being

interrogated by the Chinese, for the same reason that they did not have orders

take poison: they don't know anything.

Purpose of This Incident

 

The GW Bush administration needs to turn the economy around. They need to

get billions of dollars into the coffers of their friends and families. That

means funneling a great deal of tax money to military contractors and energy

companies.

 

In other words, they need a cold war.

 

To have a cold war, the Bush administration must accomplish two things:

a.. Furnish an enemy.

a.. Lower the standard of living of the American public. Americans will

not tolerate war if they feel prosperous.

Because cheap manufactured goods consumed in America come overwhelmingly

from China, the fastest way to lower our standard of living is to terminate

China's "most-favored nation" trade status.

 

GW has attempted to get clever, and accomplish both of these things in one

process. He hopes to start a cold war with China, and use his own actions as

an excuse for terminating "most-favored nation" trade status.

 

The Chinese Reaction

 

Because the Chinese leaders are older and smarter than ours are, they have

sussed what this incident is supposed to accomplish. They realize that, if

GW is determined to end "most-favored nation" status, he eventually will.

However, they can limit the damage to their own economy -- and avoid an

expensive cold war -- by accomplishing these objectives:

a.. Prevent other countries from joining the U.S. in an interruption of

trade. (Except Great Britain, which always goes along with the U.S.)

a.. Undermine GW's ability to sell the new cold war at home

Chinese public declarations and actions are aimed at these objectives. They

are allowing an unusual amount of world press access, to allow reporters to

draw the obvious conclusion: that the U.S. routinely violates their

airspace. Their treatment of the "prisoners" indicates a low estimation of

their value as spies. They're taking the entire episode in a very laid-back

manner (for them).

 

And whenever GW or Colin Powell say something stupid (e.g. that the American

airplane in Chinese airspace is sovereign U.S., territory), the Chinese point

out

why the statement is stupid.

 

The Outcome . . . ?

a.. The Chinese will return the plane and 23 crew members within a few

days.

a.. The Chinese will return the pilot too -- but possibly a few days later,

after they've had time to try and get some evidence.

a.. The U.S. will continue similar provocations by land, sea, and air,

and through proxies.

a.. The administration will float a proposal in congress, to revoke

China's "most-favored nation" trade status, in May or June of 2001. It will

pass along partisan lines.

a.. The U.S. and China will recall their diplomats by year's end.

Dear List Members,

This will be my last e-mail for a while. I just have to much going

on and reading 20 to 30 e-mails a day is presently a distraction from

what I really need to be doing. A few last comments on the USA/China

debate. I can level a ton of criticisms against the USA, but I need to

make the contrast between these two countries clear. We still have

religious freedom in this country. In China any unofficial house Church

or real traditional Church, Roman Catholic, Eastern Orthodox, etc. are

harassed and imprisoned on a regular basis. The situation in Tibet is

still deplorable and China shows no remorse for destroying this religious

culture. And as bad as the USA may be they do not go out and shoot

Prisoner # 41 when they need a liver or a kidney. Once again I do not

totally exonerate the USA because we have a lot of blood on our hands as

well. But I'm glad to live where I do and I am thankful for the freedom

that I have. In China I could not say the same.
