Local time is the actual solar time for a place, which may be different from the standard time of the area! EST +6 means the solar time at 90°west longitude. It holds good as standard time for 95°W, but the local time there is actually 20 minutes less. At 12 noon EST (at 90° W) the Local Time for all places at 95°W is actually 11:40 am. The phrase "local time" in astrology or astronomy has this specific meaning: solar time as per actual longitude; IT DOES NOT REFER TO THE PREVAILING STANDARD TIME OF THE AREA, LIKE EST/ PST etc! Time zone 5:50 cannot be five hors THIRTY minutes east of GMT. I take it that 5:50 should read 5:30, because it is Indian standard Time. We have both goofed it! Mark was right, 5.50 NOT 5:50 as you say. The former is decimal notation, the latter hours and minutes.
