If inclined to stick to strict rules, do a Google search for Hindu Calendar or type words "Hindu Festivals". Many urls will come up and you can check for holy days and auspicious hours. India has the most festivals. However, general rule of thumb for rudraksha Prana Prathisthana is Monday which is Shiva's Day.
