If they get gifted a gem it's a lucky day for them. "Ratnarpana" or gem donations are not done to help the poor, It is a remedial measure done to help ones OWN SELF. If the purpose is to help the poor then education, etc., is best. But you cannot help the poor unless you first help yourself. Otherwise, where is the resource?
