Namaste!!! It seems he was so much like Lord Shiva Himself. Like an incarnation.

Like an empowered Shivite. And that is just my personal opinion. Only Lord Shiva

can say who is actually who. And it is also not possible to disprove. We can

just give opinion. It is not meant to be literal or absolute fact.

What do you mean by saying that Kali Baba of Nepal was an

incarnation of Lord Shiva? You mean to say he was an Avatara of Lord

Shiva?
