Shivaya are essentially the same. Here is another way of looking at it. If you

break down the Sanskrit words, you get the following meaning:

Om ~ the Infinite beyond conception

Namah ~ I bow down to

Shivaya ~ Shiva

 

I bow down to Shiva, the Infinite beyong conception.
