Dr. Singh, who is in Washington as this IAFC conference is underway, is scheduled to speak to a join session of Congress. House Speaker Dennis Hastert's decision to convene a join session of Congress for the prime minister's address is a reflection of the growing importance of India and also the high regard congressional leaders have for the Indian leader. We completely agree with Congressman Gary Ackerman when he said, "This address by the prime minister will not only signify and recognize the strong U.S.-India relationship but it will further deepen ties between the world's oldest democracy and the world's largest democracy."Born in Gah in Punjab, now in Pakistan, excellence has been the hallmark of Dr. Singh's career first as an academic, then a bureaucrat and now as a politician. He studied and taught in some of the world's most elite universities. Singh held many prestigious positions during his three decades in government: Deputy Chairman of the Planning Commission, the Governor of the Reserve Bank, Advisor on Economic Affairs, just to name a few. He also held high-level positions at the International Monetary Fund and the Asian Development Bank.However, before becoming the prime minister, Singh was best known for his role in liberalizing the Indian economy, which had been stagnating after decades of centralized planning and its semi-socialist tilt. When he became the finance minister, the country was on the brink of a bankruptcy, with a high fiscal deficit-8.5% of the GDP-and low foreign exchange reserves. The rest is history.BBC summed up his accomplishments as the steward of Indian economy: "In his maiden speech as finance minister he famously quoted Victor Hugo - 'No power on earth can stop an idea whose time has come.' That served as the launch for an ambitious and unprecedented economic reform program. Mr Singh slashed red tape, simplified the tax system and removed stifling controls and regulations to try create an environment conducive to business. The economy revived, industry picked up, inflation was checked, and growth rates remained consistently high."As prime minister, Singh has amply demonstrated the same ability to steer the country in the right direction. He has pursued the foreign policy of his predecessor and remained closer to the United States.
