A report quoted him saying that while Vajpayee had the authority and the position to take "hard decisions," the present government in New Delhi was the "weakest" India had known and hence there was doubt that it would be in a position to bring about a settlement of the Kashmir impasse. He further said that for peacefully solving the Kashmir dispute, it was not only necessary for India and Pakistan to establish a "clear road map", but also ensure that interim steps were taken and new confidence building measures were implemented. He further said that since situation changed with time therefore Pakistan should take advantage of Washington's bonhomie and camaraderie with Islamabad in favour of the Kashmir imbroglio. "Who knows, the situation may change tomorrow. The opportunity that has come Pakistan's way should be fully utilised," the paper quoted him as saying. http://www.greaterkashmir.com/full_story.asp?ItemID=500&cat=
