Russian Defence Minister Sergei Ivanov said the day before that "preventive blows on such bases even beyond the bounds of Russia are fully justifiable and possible". "The Russian Armed Forces will take steps jointly with the countries, where such bases are located," Baluyevsky told journalists here on Friday. "If we fail to reach understanding on joint actions with the bordering states, where the bases happen to be, I think we shall get the permission of the Supreme Commander-in-Chief and of the Upper House of the Russian Parliament to take our own measures," he added. The chief of the Russian General Staff did not indicate the exact whereabouts of the bases, saying: "Let's leave this off the record so that they could not scatter". He believes preventive blows could help "avoid different terrorist acts". "The sooner we take such steps, the less chances there will be to repeat the Beslan situation," Baluyevsky stated. However, the use of military force, he added, "is an extreme measure against terrorists, envisaging "not huge armadas of aircraft, but pinpoint strikes". Moreover, the actions of the Russian Armed Forces "will be carried out fully in keeping with the international law," Baluyevsky stressed. Defence Minister Sergei Ivanov also explained on Thursday: "A war has been declared on us and we must avail ourselves of every opportunity to counter the enemy". Moreover, Ivanov noted that the indicated measures would not include "the use of the navy, bombers or other similar means". "Everything will depend on the concrete situation," the minister stated, "The only thing that can be said today for sure is that we shall not use nuclear weapons to deal such blows, but shall never warn anybody about our actions, too" Sergey Ivanov: preemptive strikes at terrorists justified, possible 09.09.2004, 18.51 MOSCOW, September 9 (Itar-Tass) - Russian Defense Minister Sergey Ivanov declared on Thursday that it is possible to make preemptive strikes at terrorist bases, including those located beyond the boundaries of Russia. Speaking hot on the heels of the statement made by the Chief of the General Staff of the Russian Armed Forces, Yury Baluyevsky, the defense minister said, "I believe that it is quite justified and possible to deliver preemptive strikes at the bases of terrorists and places of their temporary bases." The minister said as much after the talks on Thursday with his Chilean colleague Dr. Michelle Bachelet. "A war has been proclaimed to us and we must reserve any possibility to counteract the enemy," said Sergey Ivanov. He noted that the steps to be taken would not necessarily include "the use of the Navy, bombers or other means of the same kind.Everything will be determined by the specific situation. One thing that can be said with certainty today is that we shall not use nuclear weapons in the delivery of such strikes but we shall not warn anyone about our actions."
