Guest guest Posted June 11, 2004 Report Share Posted June 11, 2004 Namaskar Mitra, In January 2002 the highest court in the land ordered the Punjab Govt to complete the Sutlej Yamuna Canal within one year. During his election campaign after the Supreme Court judgement Capt Amrinder Singh said that he was not going to contruct the canal/ give Haryana its share of the water. Two years nothing happened till in June 2004 the Court took the Punjab Govt to task again for not having complied with its order. Incidently Mumbai's Times of India blacked out the story. For those familiar with Punjab politics the S-Y canal has been a hot issue since the early to mid eighties. During 1988-1990 I worked in Chandigarh. My 45 kms drive to work took me thru portions where the canal was made but had no water flowing. If I remember right terrorists had blown up/damaged portions of the canal. Deeper problem is - Thanks to the Land Alienation Act 1900, most of the agricultural land in Punjab is owned by the Jats. It is the same Jats who were behind the Sikh terrorism problem (please correct me if wrong) of the 1980-1990's. One of their complaints was that the Sutlej Yamuna canal must not be completed, waters must not go to Haryana. So no political party least of all the Congress can afford to give water to Haryana and survive. Since the Akalis support base is rural Punjab they would have opposed the move tooth and nail but being in the Opposition they are quiet. Keep track of this case. The Congress looks up to the Supreme Court when it suits itself or it ignores the Court's orders like it has done in this case.
