Our library probably would not usually catalog a felicitation volume of a journal as a separate monograph. Are you pretty sure it would be a recent publication? I have paged the latest 3 vols. on the shelf, whatever they may be. However, it appears we no longer have a subscription, which makes me wonder if the journal is no longer publishing. If the article is not there I will ask our office in New Delhi to check any issues accumulating for binding with them, if you don't succeed in contacting Dr. Narang by the addresses Ashok gave you.
