The floating Rock is called Pumice stone. It is formed during volcanic erruption. Is hard but has high level of Porosity, which lets it float on water.

Where as Rama bridge is mostly a natural bridge, it is entirely possible that that this land extension was bridged at certain gaps during Ramayana days. And the material used to bridge was using Pumic stone. What any Government of a self respecting culture would do, is investigate the region before deciding to excavate. Indias mindless secularism sees it as Safronization, and that is a real shame. We should keep in mind that water levels during Ramayana period (about 3500-4000 BC) was much lower as the northern India region was colder, and Glaciers were at much lower hights. The level of water increase must be (guess) about 100-200 ft. That would make most of the submerged bridge a contiguous land mass.

In any case India/we owe it to ourselves to investigate.
