Dear Dr. Hari Krishnaji, Hare Krishna! First of all, it's very nice to know that you are reading the "Bhagavad-Gita As It Is" by Srila Prabhupada. You are indeed very fortunate that you have that book and you have started reading it with so much interest and enthusiasm. A small correction I would like to make is the author's name is Swami Prabhupada and not Swami Brabhupada. The meaning of that quotation from Srila Rupa Gosvami, who is one of the first disciples of Shree Krishna Chaitanya Mahaprabhu, is that: If someone is doing devotional service without following the injunctions in Shruti, Smrti, Purana and Shree Narada Pancharatra, then that bhakti can cause distrubance in the society. I can give a small example to explain this --- Just consider that someone is considered to be a

great saint and he shows great devotion to Krishna, but unfortunately we also find that he is smoking, drinking or eating meat etc... So this will cause a disturbance in the society, because some people might start thinking that we can be devoted to Krishna even if we have bad qualities in us. But actually Srimad-Bhagavatam (Bhagavata Purana) says: [ suta uvaca abhyarthitas tada tasmai sthanani kalaye dadau dyutam panam striyahò suna yatradharmash catur-vidhahò "Suta Gosvami said: Maharaja Parikshit, thus being petitioned by the personality of Kali, gave him permission to reside in places where gambling, drinking, prostitution and animal slaughter were performed." - SB 1.17.38 - http://vedabase.net/sb/1/17/38/ ] This is just a small example, so that the concept becomes clearer.
