how is it that at the same time 84 yonis and hell

I am confused that it is said there that everyone has to go through 84 yonis to have born as a human being.  Then again it is said that if a man or women commit sins he will go to hell.  can anyone tell about the contradictions in these two statements.

Im not sure about the 84 yonis i thought it was a lot more than that, but usually what happens is after someone goes to hell, they dont take on a human body straight after, they usually go through animal births and then come to human.
