varna-sankara refers to people who are unwanted in the vedic society: those who are unproductive, unregulated, and not obiding by the vedic principles of dharma. they only create a strain on the vast majority of vedic law obiding people.

varna= color; sankara= mixture or blending.

 

Hence, varna-sankara=mixture or blending of colors; mixture or confusion of castes (social orders) through intermarriage; or mixed or impure progeny (translated in the Gita as "unwanted progeny".
