Rahu is in Gemini/D-4 10th but it doesn't normally aspect its opposition.
Tr. Ketu IS in the D-4 4th so that's still a nodal influence on 4th house
matters. Jupiter is still in Taurus/D-4 9th, right?

Yeah, I don't know about how Rahu will affect the quality of the move. I
agree with your basic thinking here that heavy planetary influence on the
D-4 4th can force a move. But also remember that D-4 12L Sun in Gemini
will be conjuncted by that transiting Jupiter around Jun 25, so that offers
a more exact timing possbility.
However, I don't think Jupiter should be closely involved in this. It isn't
a dasha planet so it must be considered a 2nd level influence. That's one
way to keep all these transits straight. Prioritize the transits involved
in the dashas, and then move on down the line. So, besides Rahu, which
always merits our attention, Saturn should be considered first I think. (If
only fast moving planets were dasha lords, then we would have another
problem.)
The whole timing issue is brought into clear relief because dasha lord
Saturn in the 12th natally is approaching its natal position in the 12th.
That immediately alerts us to the possibility that a natal configuration
will be "released" soon. In her chart, however, the situation surrounding
moves is made more complicated by the fact that Saturn and Moon -- karaka
for home -- are both in the 12th. Saturn contacting either planet
therefore can bring about a move/emigration. In my experience, transits
are usually not exact, especially in the rashi chart. However there are a
couple of other things that help us. By transit, Saturn is now aspecting
the rashi MC at 1Aq26 and will exactly conjunct its natal position around
April 10. It will conjunct that 12L Moon around mid-June.
Rahu now aspects rashi 4L Mercury exactly and will be only one degree past
at April 10. By June, it will be about 5 degrees off exact aspect,
although this would still be effective in my book.
How about ADL, the Sun? This is pretty tricky stuff I admit and I wouldn't
put much stock in my analysis or anybody's for that matter as there are
simply too many possibilities for such a fast moving planet. However, in
early April when the Sun is still in Pisces, it will aspect it's own 4H
rashi position (remembering that the Sun has clear emigration potential
owing to its ownership of the 12H in D-4.
Looking at the June option though, the Sun in early Gemini in late June
means that it will be crossing the rashi Asc FWIW, and perhaps more
importantly in d-4 is will be conjuncting its own position and aspecting a
planet in the 4H (Mars). That configuration may be noteworthy.
Now, would it be OK if I go back to Jupiter? It's still worth considering
of course, just not up front maybe. I just noticed that around Jul 9 it
will be making an exact aspect to the D-4 MC. Ah, another angle! I like
aspects to angles by slow moving planets, but I'm not sworn to them. It's
also a dangerous game since the TOB has to be very clean.
Overall, I should prefer earlier April date with the close DL Saturn aspect
to itself and to rashi MC/D-4 MC, but I'm still on the fence somewhat.
It's close between both but that Sun transit in Gemini seems better than
its Pisces transit. Perhaps she'll move twice somehow, first on April 10th
and then again in late June-early July, I don't know. To decide between
the two, I would check out the lunations and other (western) stuff for the
two dates to see which was better.

I know lots of people use 3-levels dashas but I don't because of lingering
ayanamsha questions, and the dreaded parallax correction question. I
gather you're using lahiri, while I'm using krishnamurti. That 3D Jupiter
period moves around quite a bit...
