Default vedabase references needed


I correspond with an older devotee who is in prison.
He wrote me this:
“I need your help Pandava. The urgent problem is: The authorities are
demanding written substantiation (from published sources or some type of
ISKCON authorities, is seems) to prove to their satisfaction that I must have
prayer(japa) beads and a beadbag. In other word, that the ja[pa beads and bag
are inseparable. Same fo neckbeads, too, I presume. The Senior Chaplain here
is a Catholic layman; not very enthusiastic to do more that he is legally
required to I feel. We’ll see what Krishna will do through him that is!

Can you speak to the TV(sorry ,I can’t locate his name) of the GBC for the
Dallas area and have them wite me with relevant printed out pages from the
Vedabase, for example citing exact references to chanting 16 rounds on beads,
wearing neckbeads having a bead bag, etc?
