Previously there was some question on this conference about the GBC website
Cow Report (this was originally a y2k preparedness survey), the website has
Vipramukhya Maharaja address (see his site listing on hkindex or
http://www.iskcon.org/address/). If you contact Tirtharaj in Brisbane
Australia at tirtharaj.tkg (AT) com (DOT) bbt.se he sent out the forms. Maharaja
vipramukhya.swami (AT) com (DOT) bbt.se can probably give you a good list of all temple
presidents he has listed on that conference. The GBC Cow Protection Report
website has all GBC listed for each farm. The website is just summary of
reports filed from different rural communities at one of the two above
addresses they maybe able to provide to you more details. Guru Krsna in
Florida may have a listing of all the functioning e-mail and hardmail contacts
for at least the GBC in America. Bir Krsna Maharaja is GBC chairman he may
also be able to help. Alternatively, a general message on one of the COM
websites asking all ISKCON farms to contact you. Just some brainstorming here,
may not work but you will not know unless you try.

Forms should be sent to all GBC (with farms in their zones) and farm temples,
along with the Standards. It should also be placed at ‘files’ at COM (Murari
will help) interested devotees can go there and access. Those temples with out
e-mail (list in BTG- January and July issues are complete listing- is good
now, if address is wrong Guru Krsna may have more current one) need to have
hard copy.

We should review old census and the y2k survey to make a comprehensive
questionnaire so that we have an understanding of the conditions under which
each community is operating [Cow Ministry Agricultural Survey of Rural
Communities]. This would be a one-time thing with maybe updates every five
years or so. The quarterly reports are the main thing they are the operational
report. By themselves (the Quarterly Reports) alone will not always make sense
but as companion to the suggested survey and the Standards and all will come
into focus. I will try to devote some time to a survey form (to be answered by
the head cowherd and the temple president, with participation from others in
special fields). The Quarterly reports will need to be answered in their
present form by the temple treasurer with the GBC/Monitor checking on the
Standard survey.

These reports are required to understand the circumstances. They will not be
easy to establish but once up should very easy. They will help to pinpoint
weakness in each project and potential problem areas that if addressed early
may avoid similar scandals that have happened in the past.
